There is always a risk of charge backs when payments are processed. Some transactions are more risky than others and some risks can be managed or reduced. In general, payment processing companies consider some types of transactions or some businesses more risky than others.

When a business or type of transaction is considered risky, it is because problems with credit card fraud, returns, dissatisfaction, high number of charge backs, etc. have occurred often enough to be problematic.
