Electronic benefit transfers are more commonly known as EBT transactions. These are the transactions that occur from the recipient can authorize the transfer of funds received from their government benefits to be transferred to a retailer. There are specifications on how the benefits can be used. Some of the benefits may only be used on specific types of foods. A card-swiping terminal will be able to differentiate between what is and is not covered by the EBT card. The card may be multifunctional and have both food benefits, WIC benefits, and cash benefits added to it monthly.
EBT was first implemented in all 50 states in June 2004. In addition to being used in the United States, it is also used in the following countries:
- District of Columbia
- Puerto Rico
- Virgin Islands
- Guam
The electronic benefits transfer card looks like any other debit or charge card. It has removed some of the stigma of receiving government benefits. Food stamps were paper pieces that were about the same measurements of real money with the amounts stamped on the paper. It was obvious when a recipient used food stamps and this was often embarrassing. The other problem with the paper food stamps was that they were easy to pass along or sell to others. Fraud was easier to commit then. That is not the case with the EBT debit card. With the debit card, there can be ID required so it is more difficult to commit fraud.
With the electronics benefit card, the following are all automated:
- Delivery
- Redemption
- Reconciliation
Since the benefits are automatically deposited onto the card, there aren’t problems with mail not getting delivered or being stolen from the mailbox. It is more efficient and reduces the risk of theft, to have government benefits directly deposited into the account that the funds are drawn from with the EBT card.
The electronic benefits transfer card is more safe and efficient and that is why it is used in every state now. With the current economy, there is an increase in the number of people who are using EBT cards due to job loss and having to take lower paying jobs.
